As for the fifth chapter, entitled (The Beneficiaries of the Service), Article 28 expressly states the right

a) Treatment of emergency cases by accidents free of charge in all government medical institutions until the emergency situation is over,
b) treating children up to the age of five free of charge in all government medical institutions, Reyada Center, in partnership with a number of NGOs, and international partners, has undertaken a range of advocacy activities to hold the Government accountable for fulfilling its commitments to realization of child rights, utilizing national, regional and international child rights mechanisms.

Policies and National Plans

Sudan has developed a number of policies and plans relating to children, some at the state level through extrapolation from national legislation. These plans are the official standards to guide the organization and management of child protection interventions. The Ministry of Welfare and Guarantee and the National Council for Child Welfare have coordinating roles for many of them.Mechanisms

The Second Five-Year Plan for Childhood 2012-2016

It is under the responsibility of the National Council for Child Welfare to address the institutional gaps that hinder child protection interventions, especially by increasing the financial resources available, and introducing holistic curricula.

Different media personnel participated. The issue was raised through broadcast, and magazines
workshop for advocacy –lobbying and campaigning for free treatment.
The workshop involved decision makers and NGOs, gaps identified and hindrance to access for free treatment highlighted
workshops for monitoring and tracing budgeting on free treatment. SOM. FMOH (federal ministry of health), MOE (ministry of education) and NGOs participated in the workshop
